Even Joseph Stalin during WWII shook the hand of President Franklin D. Roosevelt and Winston Churchill before beginning their meetings; although Russia and Stalin, in particular, abhorred the leaders of  Europe and the United States of America. 

The Truth Is..... we are now in the twenty first century and for any country's leaders to conduct themselves in the manner that these Russian Officials have, is not only repugnant but an act of blatant disrespect.  Likewise in a recent incident in Germany reported by CNN in which a person of color running for political office feared for his life, and for good reason, when reporters asked a White German government official he was quoted as saying that: "we don't have any problem whatsoever with them (blacks) living in our country, but them yielding political influence is another issue altogether!
